Mr Chow is the managing director of ACTA Investment & Services Pte Ltd which provides business and financial-related services to companies. He has more than 15 years of extensive experience in the financial services industry. He also sits on the boards of other Singapore listed companies namely, M1 Limited, Meiban Group Ltd, Innovalues Limited, Thai Village Holdings Ltd, Chosen Holdings Limited and Valuetronics Holdings Limited. Mr Chow is a fellow of the Singapore Institute of Directors, member of the Institute of Engineers, Australia and an associate of the Institute of Chartered Secretaries and Administrators, United Kingdom. He worked in the government administrative service for 6 years from 1976, holding management positions in the Ministries of Defence and Education before joining DBS Bank in 1982. He was the senior vice president of International and Correspondent Banking at DBS Bank. Mr Chow was also a director of Sing Lun Holdings Limited and ChinaCast Communication Holdings Ltd (all listed on the Singapore Exchange). A Colombo Plan Scholar, he holds a first class honours Bachelor of Engineering degree and a Bachelor of Commerce degree from the University of Newcastle, Australia and an MBA from the National University of Singapore. Mr Chow received the Public Administration Medal (Bronze) in 1981.
